Can anyone tell me what this is? In layman's terms...

Mega cisterna magna.

It has to do with the brain, but I looked for laymen's description of this and I couldn't find anything! It keeps making reference to it coinciding with hydrocephaly and that is when the fetus is growing for some reason there is fluid on the brain. I have no clue, why do you want to know this?

The "cisterna magna" is a spinal fluid space in the back of the brain. You can find it just posterior to the cerebellum, generally on a head CT scan or MRI. The space can be
enlarged for a few reasons, both normal and pathologic, which is where the qualifier "mega" comes into play.

Ok...I knew that, but what happens...does it have to be drained, do you leave it, how does it affect people?
